CMS Releases Hardship Application for QPP 2017 Transition Year

Baltimore, MD - The Centers for Medicare and Medicaid Services (CMS) has released the hardship application for the 2017 transition year of the Quality Payment Program (QPP). Eligible clinicians may qualify for a re-weighting of their Advancing Care Information (the former Meaningful Use) performance category score to 0% of the final score with this hardship exception. The exception is available for clinicians and groups that have experienced one of the following hardships:

  • Insufficient internet connectivity
  • Extreme and uncontrollable circumstances
  • Lack of control over the availability of Certified EHR Technology.*

Practices with 15 or fewer clinicians; non-patient facing clinicians; practices in a Health Professional Shortage Area (HPSA); practices in a rural area; and clinicians furnishing 75% or more of their covered professional services in an inpatient hospital, on-campus outpatient hospital, or emergency room settings are automatically re-weighted and do not need to submit a hardship exception application.

The due date for hardship application submission is March 31, 2018.

*If your EHR was decertified prior to the completion of the performance period, you may apply for a hardship exception per CMS. If your EHR was decertified after your performance period ended, you may still submit the Advancing Care Information data.
