MOON Instructions Now Available

Baltimore, MD - The Centers for Medicare and Medicaid Services (CMS) has released instructions regarding implementation of the Medicare Outpatient Observation Notice (MOON). The new manual instructions are available on the CMS website.

The MOON and form instructions were released by CMS in December 2016. Hospitals and Critical Access Hospitals (CAHs) must begin using the MOON by March 8, 2017. The MOON was created in August 2015 under the Federal Notice of Observation Treatment and Implication for Care Eligibility Act (NOTICE Act) to notify Medicare beneficiaries that they are an outpatient receiving observation services and are not an inpatient of the hospital or CAH. Oral and written notifications to the beneficiary are required by the law.
